External inquiries for subcontractors

Instance users should be able to create estimation invitations for subcontractors (public or private via email).

Invited subcontractors should be able to register their accounts/log in and place an offer.

Instance user should be able to compare offers in simple way and merge winning offers with his current estimation.

Email notifications should be also implemented.
